Set-stocking (leaving livestock on one pasture continuously) is the default on a lot of small properties simply because it's the path of least resistance. It's also the fastest way to wear a pasture out: the animals eat the most palatable grasses first and keep re-grazing them before they can recover, while less desirable plants take over.
What rotational moves actually change
Moving livestock between paddocks on a schedule gives grazed grass time to rest and regrow before it's grazed again. Done consistently, that tends to mean better forage quality over time, more even use of the pasture instead of overgrazed patches next to untouched ones, and generally healthier root systems, since grass that's never allowed to fully recover develops shallower roots and is more vulnerable to drought.
Where it applies beyond forage
Rotational moves aren't only a grazing-management tool: the same scheduled-move approach is also used for breeding management, keeping specific animals separated or paired on a timeline for controlled breeding rather than continuous exposure.
The part that gets underestimated
The concept is simple; the execution is recurring labor. Someone has to actually move the animals, check fencing and water at the new paddock, and keep the rotation on schedule - every time, not just when it's convenient. On a small operation without dedicated labor, that's often the reason a rotational system that started well quietly reverts to set-stocking within a season.
